From Initial Assessment to Systemic Impact

The partnership began in 2017, when UMass Amherst engaged WHRC for a focused administrative assessment. Leroy J. Walker, the firm's founder and principal consultant, recalled that foundational work clearly: "Our initial engagement assessed and evaluated a range of human resources functions, including recruitment and hiring processes, compensation and reclassification structures, and complaint resolution mechanisms."
That initial work, conducted under former Chancellor Kumble Subbaswamy and Vice Chancellor Andrew Mangels, set the foundation for something much larger. Over the years, what stared as a single campus project evolved into a system-wide opportunity. By 2024, UPST's professional services category team recognized the value WHRC had demonstrated and launched a competitive bid to expand consulting options across UMass. WHRC's track record made it a strong contender.
As Bill Mannix, UPST Strategic Sourcing Manager, explains: "In 2024, our professional services category team ran a bid to expand the consulting options for UMass campuses by contracting with several small and boutique firms. Walker Human Resources Consulting LLC submitted a strong response and earned a contract that our campuses have already taken advantage of. The decision was straightforward. WHRC has brought a proven track record from prior UMass engagements, as well as strong qualifications and expertise. This partnership benefits everyone: a valued partner gains expanded exposure to more opportunities across UMass, and our campuses gain access to highly qualified, nimble consulting support through UPST's professional services offerings."
In April 2025, following this competitive sourcing process, WHRC executed a Master Services Agreement that formalized the expanded relationship across the UMass campuses.
Growing Impact Across the System
With the new system-wide agreement in place, WHRC's scope of work has expanded. The firm now supports the Administration and Finance Division, Auxiliary Enterprises, University Health Services, Design and Construction Management, and Campus Planning. Projects have resulted in service and operational improvements, as well as comprehensive strategic plans that position UMass for long-term success.
Walker reflects on what enabled this growth, stating, "Our nearly decade-long familiarity with the UMass System allows us to understand the unique characteristics and nuances of each campus," Walker explains. "This enables us to develop customized solutions that improve campus life for students, faculty, and staff. The quality of results our firm has been able to deliver is a result of our unique qualifications and experience, and the extraordinary management and talented staff that we have been able to partner with in the University of Massachusetts System."

Longevity in a supplier relationship is special to UPST with its focus on supplier development, as observed in the WRHC relationship. When asked what makes a partnership not just survive but thrive and expand, Leroy Walker points to one foundational element: relationships built on credibility and trust.
"The thing I'm proudest of is the relationships we have developed,” he says, "So, when the firm makes recommendations, Executive Leadership from the Chancellor and Vice Chancellors down takes them seriously and commits resources to implementation. That's the highest compliment that can be paid to an outside consulting firm."

Invest considerable upfront time gathering information about the client's needs and understanding the client environment.”
