These converging pressures demand a decisive response. In response, the UMass Unified Procurement Services Team (UPST) is accelerating a strategic shift. We’re moving beyond the traditional focus on a better, faster, and cheaper mission to pursue a model centered on effectiveness, efficiency, and measurable cost savings across the entire University of Massachusetts system – delivering greater value for UMass and our supplier partners.

What This Means for Our Supplier Partners

UPST manages over $1+ billion in annual spend across all UMass campuses and the President's Office. With every UMass dollar working harder, our strategic priorities now center on three pillars:

Effectiveness

We are strengthening category management practices to ensure sourcing decisions support the university's core missions of teaching, research, and public service. Suppliers who align with these priorities and deliver outcomes become strategic and valued partners in this effort. We organize our procurement across seven categories:  

  • Athletics
  • Campus Auxiliary & Business Services
  • Construction & Facilities
  • Energy and Utilities
  • Professional Services
  • Research, Scientific & Medical
  • Technology

Efficiency

We are streamlining procurement processes to reduce redundancy.  We invite supplier partners to support this goal through responsive engagement, timely delivery, simplified pricing, and adoption of digital tools such as our Supplier Portal.

Cost Savings

With research funding and operating budgets under pressure, cost reduction is critical. We continue to pursue competitive pricing, volume consolidation, and contract optimization. Suppliers who bring proactive cost-saving ideas and innovative solutions will distinguish themselves as valued partners in future sourcing decisions.

A Call for Strategic Partnership

This represents a fundamental shift in how UMass approaches procurement partnerships. In the months ahead, expect more rigorous RFP evaluation criteria, weighted toward value, innovation, and total cost.
