At the University of Massachusetts, we believe the strongest business relationships are built on trust, mutual commitment, and demonstrable results. The story of Walker Human Resources Consulting LLC (WHRC) is a great example of how an initial engagement with UMass can evolve.
We recently sat down with founder Leroy J. Walker to discuss how his firm went from a focused project at one campus to a system-wide Master Services Agreement. More importantly, we asked what other suppliers should know about building lasting partnerships with UMass.
The Beginning: 2017 and Beyond
In 2017, WHRC was engaged by UMass Amherst for a focused administrative assessment. That initial scope included several critical functions: recruitment and hiring processes, compensation and reclassification structures, and complaint resolution mechanisms.
Walker describes that foundational work:
What emerged from that 2017 engagement: solid results, demonstrated expertise, and most importantly, trust with campus leadership. That foundation positioned WHRC for future competitive opportunities, which they earned through continued performance and competitive bidding.
What Builds Lasting Partnerships
When asked what enables a partnership to grow beyond its initial scope, Walker points to one critical factor: building trust through results and relationships.
This reflects what we've learned at UMass as well: the strongest supplier partnerships aren't transactional. They're built when a partner consistently delivers measurable results, understands the institution's complexity, invests in relationships with leadership, and positions themselves as a strategic advisor rather than a service provider.
Expanding Impact Across the System
In a competitive public procurement environment, UMass conducts thorough bidding processes for all significant engagements. After many years of demonstrated partnership, when UPST sought to expand professional services options across the system, WHRC's track record earned them a competitively-awarded Master Service Agreement by continuing to deliver competitive pricing and exceptional value – the same formula that led to expanded opportunities across multiple campuses and departments over eight years.
With the system-wide agreement in place, the firm now supports multiple UMass campuses and divisions including Administration and Finance, Auxiliary Enterprises, University Health Services, Design and Construction Management, and Campus Planning. Projects have resulted in operational improvements, service enhancements, and comprehensive strategic plans that position UMass for long-term success.
Walker credits this breadth to one key advantage:
What stands out in this observation is Walker's emphasis: not on contract size or transaction volume, but on institutional knowledge, customized solutions, and the quality of relationships. In UMass’s competitive procurement environment, the fact that WHRC continued to be awarded work across multiple divisions and departments over many years reflects both their competitive pricing and the genuine value they bring. They didn’t get locked into preferred status – they kept winning business by staying competitive and delivering results.
What Other Suppliers Should Know
We asked Walker directly: What enables a supplier to move from a single engagement into a long-term strategic partnership?
This advice applies regardless of the supplier's service or solution.
Building Partnerships That Last
The WHRC story illustrates a principle we believe deeply: the best supplier relationships aren't built overnight, and they're not built through procurement processes alone. They're built when suppliers invest in understanding our institution, deliver measurable results, and commit to genuine partnerships where both sides win.
WHRC is one example of what's possible. But it's not the only story worth telling.
